Graveside services for Michael “Mike” E. Todd, 69, of Baytown, Texas, will be held at 10:30 a.m. on Friday, December 18, 2020 with full military honors at Houston National Cemetery.

Mike was born on July 4, 1951 in Buffalo, New York to the late Ruth Ann (Pfeiffer) and Francis Joseph Todd and died on Tuesday, December 8, 2020 in a local hospital in Baytown, TX.

After high school, Michael moved to Texas with his parents and siblings. He attended the University of Houston where he graduated in 1975 with a degree in Hotel Management. Shortly after graduation, he enlisted in the U.S. Army and was stationed in Kentucky at Fort Knox until 1978. While in the Army, he decided to pursue a career in tax law.

Michael returned to Texas and went on to receive a Masters degree in Accounting from Texas Tech University in 1980. Soon after graduation, he began working for the United States Treasury. He, once again, furthered his education by earning a Doctor of Jurisprudence degree from South Texas College of Law in 1986. He even went on to obtain a highly specialized Master of Laws degree from the University of Houston in 2004. Michael served as an United States Treasury Internal Revenue Service agent for 40 years. He was looking forward to retirement in March.

Michael was preceded in death by his parents, Francis J. and Ruth Ann Todd and brother, W. Cameron Todd.

He is survived by his brothers: Larry S. Todd, Patrick A. Todd and wife Carol, and Keith F. Todd and wife Susan; his former wife, Valrie Chambers; his step-children Cassandra Jean Amell and husband Stephen (daughter Mavi) and Clayton Whitehead and wife Sarah. He also had numerous nieces and nephews.

Due to Covid-19, masks and social distancing will be required at the cemetery.

Sending my sincere condolences to Mike's family and dear friends. I am one of Mike’s co-workers and will miss him a lot. Mike loved the law, tax, and Appeals- things which I also hold dear to my heart. Mike had a lot of patience and although he had many years of experience, he still took the time to reach out to me on a regular basis to encourage me or debate a legal issue or share valuable knowledge. Just today, one of his email’s popped up on my task list regarding an important tax law case he thought I should read.

Sending my sincere condolences to Mike's family and dear friends. I am another of his IRS Appeals co-workers. While I only met Mike in person once time (for a week of training), he was someone who helped me in my professional career immensely. As a new ATCL in 2015, I learned quickly that Mike was a terrific resource for technical assistance yet a kind man, generous with his time. For instance, the Friday afternoon immediately before he passed away, he was helping another Appeals Officer with a question. He reached out to some others for our opinion and finished up with a solution for the young Appeals Officer about 7:00 PM on Friday night. A dedicated public servant was one Mr. Michael Todd.

Mike was not only a former co-worker of mine, but a friend. His restaurant recommendations such as Lou Malnati's in Chicago and Star Pizza in Houston were spot on. However, the most memorable was his intellectual creativity. He will truly be missed!

I send my deepest sympathy to Mike's family. I've worked with Mike for many years in IRS Appeals. Mike embodied the best qualities of a civil servant and an employee of the IRS. Mike was extremely knowledgeable and personable. He had a great sense of humor and made everyone comfortable no matter the situation. I've been with the IRS for 37 years now, and have worked with many people, but Mike was one of kind, the very best kind. RIP Mike.

Mike was one of my cousins that I spent a lot of time with throughout the years. Mike was a gentle soul, easy going, thoughtful, intelligent, and just fun to be with. I spoke to Mike the night before he died. We were making plans to see each other. Sadly my mom pasted away a few days earlier and he would have been at her funeral. My daughter is getting married in April and he would have been sitting at my table. Mike was one of the few people to call me Billy. He and my sister Kathy were born on the same day. July 4th was a very special day for our families. We always celebrated their birthdays together for many years. So many great memories. Mike will be missed.

Mike was truly a gentle soul and a kind gentleman. It was my pleasure to work with him at IRS. Not only was he supremely intelligent and approached his technical work with rigor and expertise, he also made all involved comfortable and at ease as if with a life long friend. He will be sorely missed.

Michael and I were a "couple" back in High School when his Family lived in Fairview, Pa. We really were forever friends though and recently began corresponding regularly after I became a widow. We were planning on seeing each other and visiting on the other side of Covid. I cannot believe he is gone, he was so looking forward to and planning his retirement in May. The world is a poorer place with his being gone, he was a true gentleman in every sense of the word. God Speed my dear Friend.
